HIV testing remains complex and dysfunctional, especially where access is limited by limited opening times at testing facilities, and a lack of testing equipment. A lack of drugs resources has also let to rationing, stock-outs, and inadequate ART regimes for people living with HIV, particularly children. Not only does this pose serious health issues for people living with HIV, but also increases the likelihood of onwards HIV transmission to others.
